IMPAQ International issued the following announcement on Sept. 20.
IMPAQ International has hired Dr. David Silver as Vice President, Education. He will provide leadership, strategic vision, and management to our Education Division.
Dr. Silver brings to IMPAQ 25 years of research and evaluation experience across a wide range of domains, including evaluations of programs funded by the US government, states, and nonprofit organizations. He specializes in issues of equity and access to higher education, school effectiveness, and the impact of educational interventions.
“We are excited to welcome David to our team,” said Executive Vice President Tina Barretto. “He brings deep experience and a strong background in research design, as well as outstanding leadership and communication abilities. Our Education Division and I look forward to working with him.”

Prior to joining IMPAQ, David founded and directed the Center for Evaluation and the Study of Educational Equity at RTI International, where he was the Principal Investigator on projects related to college preparation, college-going, workforce training, educator development, educational leadership, Deeper Learning, and educational opportunity. Previously, at the Bill and Melinda Gates Foundation, he oversaw evaluations of the foundation’s largest domestic investments.
Dr. Silver has a Ph.D. in Advanced Quantitative Methods from The UCLA Graduate School of Education, an M.Ed. in Education Policy from The Harvard University Graduate School of Education, and a BA from Brown University.
